The compliance seam, visible early

A self-recorded consumer video is FTC-health-data (breach rule applies, no ad trackers near it). The moment a providerdirects the upload, it becomes PHI and must live in the isolated Tier 2 stack (BAA'd storage, audit-logged access, real deletion). Same component, two backends — which is why storage is designed BAA-upgradeable from day one (RESEARCH §2).
